Yes, they can. If there is no account activity posted to your account for one year (12 consecutive months), the account is subject to closure and termination, includin forfeiture of all accrued points. "Activity" is defined as making a purchase or a trade at GameStop or GameStop.com or making a purchase of Kongregate Kreds on Kongregate.com.

Log on to the member website at PowerUpRewards.com, then select the Rewards Catalog tab to start redeeming for your rewards.
To redeem your points you must activate your account online by completing your member profile and preferences, and by adding games to your Game Library. Once activated, you can then select the Rewards Catalog tab to view rewards and start redeeming. Just log in at PowerUpRewards.com and select your awesome item from the Reward Catalog.
If you're redeeming points for a merchandise reward, you'll be asked to provide a mailing address and your reward will arrive in 4 - 6 weeks.
If you're redeeming an electronic certificate, you'll get an email confirmation that directs you to go get your printable one-time-use certificate from your member dashboard at PowerUpRewards.com. Print it out, take it to the store, enjoy your reward!

Um, no. Even if it's your best friend. Certificates are not transferable and may not be combined among PowerUp Rewards members or conveyed by any means to anyone.
Nope, there's no minimum required. But if your total purchase adds up to less than the value of your rewards certificate, you won't get change or store credit for the difference. In other words, it pays to get something REALLY good.
GameStop is not responsible for any reward certificates that have been lost or stolen, and expired certificates will not be re-instated nor can you get those lost points back from lost, stolen or expired reward certificates. So treat them just like real money.
